Depends. If you're talking about report cards built as object reports then I believe there are 3rd party vendors out there that will help with that.
However I've been building report cards for many schools now that show up on the parent portal, teacher portal, and admin portal. I make them so parents can see up to date info and historical report cards. This works for standards and traditional report cards and everyone sees the same thing in all 3 portals. But unfortunately this isn't something I can do for free, there would be a cost associated.
But out of the box the answer is no. As of the latest version (PowerSchool 7.11) there still isn't a way to publish object reports to the parent portal.
I have the 2022 version of the report card plugin within Public portal, but it pulls from stored grades.
