Can't Access Forum

Getting this error message when I click on the Forums link:
! ) Fatal error: Cannot redeclare b7b4b() (previously declared in C:\wamp\www\pds\modules\forum\forum-submitted.tpl.php:1) in C:\wamp\www\pds\modules\forum\forum-submitted.tpl.php on line 1

I also can't access the forum. I get the same error. If I try the search box, I get the same error with one difference, the m23271() shown below.

Fatal error: Cannot redeclare m23271() (previously declared in C:\wamp\www\pds\themes\bartik\templates\comment.tpl.php:1) in C:\wamp\www\pds\themes\bartik\templates\comment.tpl.php on line 1

Any help is appreciated. Thanks.
