Course Recommendations

We need some help. We are in a trimester schedule and students change teachers 3 times per year. We want to allow teachers the ability to make course recommendations for next year but we need teachers to be able to see and change previous teachers recommendations if necessary. Right now a teacher can only see their own recommendation.

What I tried to do with little luck is to use the admin RecommendList.html page and put it in place of the RecommendPTList.html in the teacher folder. This allows the teacher to see all of the students recommendations but they cannot add new ones or modify existing ones. I know there are permission issues but I am not capable of doing that which is where I need help. I hope someone here has experience with this.
