DB Change Migration

I am new to PowerSchool IT support, but I've been in IT since 1977 and worked all over the world. Which leaves me confused about PS.
Is there a way to extract data from the DB for migration between environments? I'm being told that any changes, like adding a new school, must be done manually in each successive environment.

Doing this will introduce the possibility of mistakes, most fat fingering, and if you have an environment where all testing has been completed, why not just be able to pull it and import into the new environment?

Have any of you worked out a way to do this?
