Special Honor Roll Calculation

Our school has a special achievement award called the Aquinas Awards. I am trying to create some Honor roll calculation in PowerSchool to meet the following criteria:

High Honors 3.50 - 4.00
Honors 3.00 - 3.49
Combined Honors 3.00-4.00

Shield: After three consecutive semesters of High Honors, Honors, or Combined the student is eligible to receive a Shield NOTE: if a student, after receiving a White-Trim Shield, achieves High Honors for three semesters, the student may be awarded a Gold-Trim Shield.

Pin: two additional consecutive semesters of High Honors, Honors, or Combined are required for each pin awarded.

I am having a hard time figuring out the honor roll calculation. Can anyone help?
